Jakub Wilk fd35d8cdfd [utils] Transliterate "þ" as "th" (#20897) ...

Despite visual similarity "þ" is unrelated to "p".
It is normally transliterated as "th":

    $ echo þ-Þ | iconv -t ASCII//TRANSLIT
    th-TH
